Investment in urban underground construction works
On 07 April 2010, the Government issued Decree No. 39/2010/NĐ-CP on management of space of urban underground construction works. Accordingly, the State encourages all organizations and individuals to participate in planning space of underground construction works and invest in underground construction works in suitable forms, including: underground traffic works, underground car parking, sewing system, technical tank and tuynen.
Organizations and individuals who carry out urban underground construction works for profit must lease land from the State and pay land rent, except otherwise enjoying land rent exemption or reduction.
Construction of urban underground construction works shall be conformity with urban planning, construction law and other relevant regulations.
Decree 39 shall take effect on 25 May 2010 and replace Decree No 41/2007/ND-CP dated 22 March 2007.
