New guidelines on management and use of seal
On February 05, 2010, the Minister of the Ministry of Police issued Circular No.07/2010/TT-BCA providing detailed regulations on management and use of seal. Accordingly the time limit for processing a request for making a seal is 4 working days (instead of 2 working days as before) from the receipt of full and sufficient documents. This is considered a step back to the administration reform efforts.
Another noteworthy provision of Circular 07 is with regard to conditions to have the second identical seal, whereby the requesting organization or entity must have office(s) outside the location where its head office is located. The body in charge of the second seal is the Police Authority which issued the first seal.
Circular 07 also provides a 3-day period for which the foreign organization or entity will have to register with the competent Police Authority before use, from the date they bring the seal to Vietnam. This is shorter than 7-day limit of the previous regulation.
Circular 07 takes effect after 45 days and replaces all other regulations in the contrary.
