New Circular regulating transfer pricing between affiliated parties
The Ministry of Finance promulgated Circular 66/2010/TT-BTC on 22 April 2010 providing guidelines on calculation on market prices in business transactions between affiliated parties. This Circular supersedes the former Circular 117/2005/TT-BTC dated 19 December 2005. [+]

New regulations on registration of companies
Companies registration activities are now regulated in Decree No.43/2010/NĐ-CP dated 15/4/2010 ("Decree 43"). Besides embodying all the procedures, orders and documents relating to companies registration in a piece of legal document, Decree 43 has some new provisions compared to the current Decree No. 88/2006/NĐ-CP date 29/8/2006 on business registration ("Decree 88") as follows:

New circular on loan with negotiated lending rate
On April 14, 2010, the State Bank of Vietnam issued Circular No. 12/2010/TT-NHNN providing guidance on VND denominated loans with negotiated lending rate. Accordingly the negotiated mechanism will extend to short-term loans, in addition to medium and long term loans. The credit institutions providing loans in VND have to publish the lending interest rate at a reasonable level based on the principle of supply and demand of the capital market, capital demand, and customers' credit; save operation cost and enable the customers to access loans for production and business development, especially in agricultural and rural areas, exporters, small and medium enterprises.
