Strict penalties in the field of civil aviation
On 3 June 2010 the Government issued the Decree No.60/2010/ND-CP on administrative penalties applicable to violations in the field of civil aviation. The Decree aims to strictly penalize violations in this area with the highest penalty of VND 100m imposed on transporting hazard goods without the sufficient certificate issued by local competent authorities; doing air transportation business without any proper license or breaching the licensed air-freight right; purchasing, selling or transferring the air transportation right, etc.

Guides to foreign experts implementing ODA projects
The Ministry of Planning and Investment and the Ministry of Finance issued the Joint Circular No. 12/2010/TTLT-BKHDT-BTC on 28 May, to provide guidelines for the implementation of the regulations on foreign experts implementing ODA programs and projects in Vietnam.
